Compose a new list by including list2 at the end of list1 and use the resource selection condition that meets your needs. For example if you use preffered order the server first will try to seize the workers from list1 if it is not possible then it will try list2.

define a "failed" add-on process for workstation where you should release the worker and then again make it seized by workstation to repair it. then you should define a "repaired" add-on process where you should first release and then seize the same worker to finish his umcompleted job.

Set arrival mode of source on event then define your events to be either server is processing or there are three entities waiting in input buffer of the server. You should define a triggering event which is triggered by two seperate monitors each monitors the conditions you mentioned.
